Getting Your Kosovo Driving License — Category B
A practical guide to the exam process, based on Law Nr. 05/L-064.

Check that you're eligible
- Minimum age: 18 years
- Be in good psycho-physical health to drive (will be verified by medical exam)
- You can register at a driving school up to 6 months before turning 18, but you can only sit the exam once you turn 18

Get your medical certificate
- Required BEFORE you can register at a driving school
- Verifies you are psycho-physically fit to drive
- Obtained from a licensed medical institution
- Bring valid ID

Choose a licensed driving school (autoshkollë)
- Only licensed driving schools can prepare you for the exam
- The school must have a valid license issued by the Ministry of Infrastructure for Category B
- The school will register you officially with the Ministry on the day you enroll
- Required: medical certificate, valid ID
- 4Step 4
Complete theory training
- Minimum 20 hours of classroom instruction (mandated by law for Category B)
- Covers: traffic rules, road signs, intersections, defensive driving, vehicle mechanics, first aid, eco-driving
- Taught by a licensed professional lecturer
- Class size and pacing depend on the school
- The school provides the official planprogram
- 5Step 5
Complete practical training
- Minimum 20 hours behind the wheel
- Taught by a licensed driving instructor (must be 25+ years old, with at least 5 years of Category B license)
- Training cars are marked with an "L" sign and have dual controls
- Only you and the instructor in the car — no passengers
- Maximum 8 hours of driving per day

Pass the theory exam
- 30 questions drawn from 5 categories
- 40 minutes to complete
- Each question is worth 2 to 4 points depending on category
- Passing score: 85% of total points
- Held at a Ministry of Infrastructure facility
- Administered by a licensed Ministry examiner
- The full bank of official Cat B questions is public — this app contains all of them

Pass the practical exam
- Conducted on real roads by a Ministry-licensed examiner (different from your instructor)
- You'll be assessed on: application of traffic rules in real conditions; perception of dangerous situations and accident prevention; defensive driving; vehicle handling and technical knowledge; eco-driving (fuel-efficient, environmentally aware driving)
- Examiners are assigned by rotation — you don't choose
- If you fail, you can retake (timing rules apply via Ministry regulation)
After passing — Get your license
- Your Category B license also gives you the right to drive: M, L, B1, T (with conditions), and B+E (theory only)
- The license is issued by the Ministry of Infrastructure
- It's valid for a fixed period and must be renewed (specific validity period set by Ministry regulation — check at issuance)
Important notes
The Ministry publishes the full bank of 509 official Category B questions. Every question in this app is drawn from that official bank.
You cannot legally take the exam without completing the minimum hours at a licensed driving school.
The law lists penalties for driving schools that cut corners (e.g. training without proper certification, using non-compliant vehicles). Choose a reputable school.
Exam mechanics (question count, time limit, passing threshold, points) are set by Ministry of Infrastructure sub-regulation and may change. The system was updated on 18 February 2025. Always verify current rules with your driving school or the Ministry directly.
